01/29/93 cjg - When building OUTLINE.ACC or DRIVERS.ACC, don't forget
               to use PRGFLAGS and set the PROTECTION to SUPERVISOR.
	       This is to prevent a conflict when the programs
	       do an exchange mouse button vector.
